Tom, the founders didn't intend for Congress to just follow the will of the majority.
To be fair, though, the founders also didn't intend for Congress to flout the Constitution, for the States to bend over for it, or for the People to allow such a collection of crooks, knuckleheads and knaves to keep its collective or individual heads.
