They already did. As an employer, I just got my 'surcharge' for past payroll to cover the extra costs to pay all those 99 week unemployment claims.

Thankfully, my payroll was very small (now zero that I shut down my business), so the bill is pretty easy to meet. Mid sized employers are getting hosed. The interest rate is 15% if you don't pay the bill within 30 days.
