The thing about a political prosecution like this one is that they do tend to enforce a certain degree of accounting rigor. The money will still change hands. How do you imagine you get a building permit in Mexico? Jeez... how do you imagine you get one in NJ?!
But going forward the next company will do better at making sure it's accounted for in a way that an anti-business Department of Justice (like this one) who is being told to "find a damned villain" in time to influence the election, won't be able to find the money.
That's really all this Walmart business is about.
